Pool Resurfacing and Replastering in Tucson
Resurfacing is the most common pool remodel in Southern Arizona, and it is usually what brings a homeowner to us first. Tucson water is hard, the sun is relentless, and a pool interior that has been in the ground fifteen or twenty years starts telling you it is done. Rough plaster that scrapes feet. Staining that will not brush out. Chalky patches where the surface has worn through. Hairline crazing that keeps collecting dirt no matter how often the pool is cleaned.
A resurface strips the old interior back and replaces it. The scope depends on what we find once the pool is drained and chipped out. On a straightforward job the old plaster comes out, bond coat goes on, and the new interior is applied and acid started. Where the shell has movement cracks or the plumbing behind the light niche has failed, those get addressed before anything decorative goes back in. We would rather find that at the start than have you pay for it twice.
Interior finish options we install
Standard white plaster is the least expensive and the shortest lived. Colored and quartz plasters hold up better and change the water color. Exposed aggregate finishes, including PebbleTec, last the longest in our climate and are what most of our remodel clients choose once they understand the difference in service life. Glass bead and polished finishes are available where the look justifies the cost. We will walk you through what each one does to water color, texture underfoot, and how long you should expect it to last in Tucson sun before you pick.
Replastering a pool is not a finish-only decision. Main drain covers, returns, skimmer throats, light niches and the bond wire all get looked at while the pool is empty, because that is the only time it is cheap to touch them. A resurface is the right moment to correct anything that was done wrong or has aged out.
Tile and Coping Replacement
Waterline tile and coping are what people actually see, and they fail on a different schedule than the interior. Calcium builds along the waterline, grout lets go, and freeze cycles at elevation pop tile off the bond beam. Coping cracks where the deck has settled or where the original mortar bed was thin.
We replace waterline tile, raised bond beam tile, and step and bench tile. Coping options include precast concrete, travertine, flagstone, brick and poured cantilever. If the deck is staying and only the coping is being replaced, the transition between the two has to be cut and set carefully so you do not end up with a visible seam and a trip edge. That is a detail worth asking any bidder about.
Tile and coping are frequently done in the same trip as a resurface, because the pool is already drained and the waterline is already exposed. Doing them separately means draining the pool twice and paying for mobilization twice.
What Changed for Pima County Remodel Permits in 2026
Pima County adopted the 2024 International Codes effective January 1, 2026, under Ordinance 2025-15. One local amendment matters directly to remodels: the county version of ISPSC Section 303.4 requires all new and remodeled exterior pools, spas and hot tubs to be provided with an evaporation cover before final inspection approval.
That requirement is new, it applies to remodel permits and not just new construction, and a lot of people in the trade have not caught up to it yet. If you are getting remodel bids in Pima County, ask each contractor how they are handling the evaporation cover requirement. A bidder who does not know about it is a bidder who may leave you sitting at a failed final inspection.
The county also handles residential and commercial pools under separate rules. Pima County deleted 2024 ISPSC Chapter 4, which covers public swimming pools, in its entirety. Public and semipublic pools in Pima County are governed by Arizona Administrative Code Title 18, Chapter 5, and permitted through the Pima County Department of Environmental Quality. If your pool serves four or more living units, it is legally semipublic and a different process applies. We hold the license for both.
How We Scope a Pool Remodel
We do not quote a resurface off a photo. A remodel estimate that holds up requires seeing the pool.
The first visit is a walk of the pool and equipment pad. We look at the interior condition, the tile and coping, the deck, the shell for movement, the equipment for age and sizing, the bond, and the barrier. We measure. We ask what you actually want different, because a remodel means a new surface to one homeowner and a completely reconfigured pool to the next.
From that we give you a written scope with the work broken out, so you can see what is required, what is recommended, and what is optional. If the pool needs replumbing or the equipment is undersized for the finish you want, you will see it as its own line rather than buried in a lump sum. If a permit is required, we pull it.
Renovation work is also where surprises live. A pool that has been in the ground for decades can hide a cracked return line or a bond beam that was poured thin. We would rather tell you that on day two with the pool empty than hand you a change order at the end.
Equipment Upgrades During a Remodel
A remodel is the cheapest time to modernize the equipment pad, because the pool is already down and the plumbing is already open. Variable speed pumps, cartridge and DE filtration, heaters and heat pumps, automation, salt systems and LED lighting all go in more easily during a remodel than as a standalone job. We are a Pentair authorized dealer and we size equipment to the pool actual flow requirements rather than to whatever was there before.
Sizing matters more on a remodel than people expect. If you are going from white plaster to an exposed aggregate finish, or adding a water feature, or raising a bond beam, the hydraulics change. Equipment that was correct for the old pool may not be correct for the new one.
Pool Remodeling Across Southern Arizona
