Pool permits and barrier code in Oro Valley
Oro Valley is an incorporated town with its own building department and its own amendments to the model code. Permits and inspections go to the Town, not to Pima County, and the Town requires a taller barrier than the unincorporated county a few miles away. That difference is the single most common surprise on an Oro Valley fence quote.

What is different in Oro Valley
- Oro Valley has the most heavily amended barrier section in the region. Section 305.2.1 item 1 was raised to 60 inches and the scope at 305.2 was expanded.
- Operable window latches and pool access door handles must sit at 54 inches or higher, with self closing and self latching doors.
- Pet doors are prohibited in a wall serving as a barrier. This one catches homeowners who assume an existing wall qualifies.
- Section 305.2.6 was deleted and 305.2.7 replaced, so horizontal member tops must be at least 48 inches apart with no decorative cutouts below the upper horizontal member.
- A rolled or negative edge pool at least 60 inches above grade may serve as the barrier itself, an exception most fence bids miss.
- Indentations or protrusions under one inch deep, or at a continuous angle greater than 45 degrees above horizontal, are not treated as handholds or footholds.
- On double gates the unsecured side must also open outward, self close and self latch.
Height is measured on the side of the barrier facing away from the pool, not the pool side, and it has to hold around the entire perimeter and for three feet measured horizontally out from the outside face. A barrier that meets the height at the gate and loses it where grade falls away does not comply. The gate latch release has to sit at least 54 inches above grade, and no opening anywhere in the barrier may pass a four inch sphere.
