Pool permit and fence requirements in Pima County, Arizona

Pima County has 6 pool permitting authorities. The required pool fence height is 48 or 60 inches depending on which authority issues the permit. The code calls it a barrier.

Every figure below was verified against that authority’s own adopted ordinance. Entries that could not be confirmed are stated as unconfirmed rather than estimated.

Pima County is the only place in Southern Arizona where the 48 inch figure is real, and it is real in exactly two of its six permitting authorities. Tucson and unincorporated Pima County require 48 inches. Marana, Oro Valley and Sahuarita all amend the model code up to 60. South Tucson reaches 60 through a nuisance ordinance rather than a building code. A design that clears in Tucson fails a mile north in Oro Valley.

City of South Tucson

City of South Tucson has adopted the 2018 edition of the International Swimming Pool and Spa Code, at Ord. 25-01 Sec. 101.4.10 (2018 IBC family); City Code Ch. 7 Sec. 7-13(G)(3).

The required pool fence height is 60 inches, measured on the side of the fence facing away from the pool. The code calls this a barrier. The dimension has to hold around the entire perimeter and for 3 feet measured horizontally out from the outside face, which is why grade fall-off on a sloped lot is the usual reason a wall that measured correctly at layout fails inspection.

The fence stands at least 20 inches back from the water’s edge.

Horizontal members on the outside face sit not less than 45 inches apart vertically, so the fence cannot be climbed like a ladder.

No opening in the fence may pass a 4 inch sphere.

Chain link mesh is limited to 1.75 inches.

City of Tucson

City of Tucson has adopted the 2024 edition of the International Swimming Pool and Spa Code, at Tucson Code Sec. 6-191; Ord. 12171 Exh. G.

The required pool fence height is 48 inches, measured on the side of the fence facing away from the pool. The code calls this a barrier. Unincorporated Pima County accepts a powered safety cover meeting ASTM F1346 in lieu of the listed barrier requirements. That is not available in every jurisdiction in the region.
