Building a Pool in Sahuarita, AZ: Permits, Code, Soil and Neighborhoods

Short answer: Inside Town of Sahuarita limits, the Town’s Building Safety division issues the pool permit. That includes Rancho Sahuarita and Quail Creek. Green Valley is a separate, unincorporated community permitted by Pima County. A pool permit typically costs about $650 based on Omni permit receipts. Sahuarita requires a 60 inch barrier, a 4 foot setback from side and rear property lines to the edge of the water, and an on-site pre-construction meeting as the first inspection. The town center sits on well drained sandy loam with no hard layer. A typical custom pool from Omni runs $65,000 to $200,000; see what a pool costs in Tucson.

Last checked: November 2026. Town rules were checked against Town of Sahuarita documents. Quail Creek’s location was checked on the Pima County jurisdictional boundary map. Soil points come from USDA Soil Data Access. Costs marked approximate are rounded from Omni records, not set fees or quotes.

Sahuarita or Green Valley?

The Town of Sahuarita and Green Valley sit side by side, and the names on mailing addresses do not line up with the boundary. In our experience, some Sahuarita and Green Valley mailing addresses sit in the other jurisdiction. Green Valley parcels are permitted by Pima County, which uses different barrier and permit rules. We check the parcel on the County jurisdiction map before we design. See building a pool in unincorporated Pima County.

Permit and fees

ItemTypical cost (approximate)
Pool permit, Town of SahuaritaAbout $650
Quail Creek ALC review fee for a pool or spa$25 (HOA fee)

These are rounded figures from years of Omni permit receipts, not set fees. The actual permit cost moves with pool size, a gas line, added inspections and plan review time, and every jurisdiction updates its fee schedule. Your proposal lists the permit cost for your property.

Soil, rock and caliche

At the town center the USDA maps Comoro sandy loam, well drained with no hard layer, which makes rock and caliche less likely but does not rule them out. Other lots can be different, and hillside rules apply at 15 percent slope.

Every Omni pool shell starts at 6 by 12 inch steel spacing with #3 bar, and we go to 6 by 6 spacing on poor ground, with an automatic cover or on a long pool. A licensed engineer sets the final reinforcement. See pool steel and shell thickness and who pays for the soil report.

Rancho SahuaritaPlanned community. HOA review required; contact the HOA for current submittal rules. The 1993 Pima County outdoor lighting code applies here, which matters for pool and landscape lighting

Quail CreekGated, active adult community inside Town limits, governed by its HOA. HOA review required: the Architectural and Landscape Committee reviews pools, the review fee is $25, the committee meets the 2nd and 4th Thursday, submittals are due the Friday before, and there is a $250 penalty for starting work before the HOA permit. A five foot wall is required around a pool or hot tub without a locking top
Sahuarita HighlandsLarger, more rural lots. Check for an HOA; if one applies, HOA review required; contact the HOA for current submittal rules
Madera HighlandsHOA review required; contact the HOA for current submittal rules

No Sahuarita HOA we checked publishes a construction deposit amount. The Town puts HOA verification on the owner.

What surprises people in Sahuarita

  • The Town is 60 inches. A barrier detail drawn for unincorporated Pima County will be corrected.
  • The pre-construction meeting on site is the first required inspection.
  • A Sahuarita or Green Valley mailing name does not decide who permits the pool.

We keep 36 inches of clear working space in front of the pool equipment. That is our standard, not a code rule.
