Building a Pool in Marana, AZ: Permits, Code, Soil and Neighborhoods
Short answer: Inside Marana town limits, the Town of Marana issues the pool permit, not Pima County. Marana requires a pool barrier at least 60 inches tall, measured on the outside and for 3 feet out from the barrier, so a planter, wall or equipment pad within that 3 foot zone can make the barrier fail. A pool permit typically costs about $550 based on Omni permit receipts. Soil ranges from sandy floodplain ground near the town center to coarse loam on the east side, and parts of town sit in regulated floodplain, which adds its own permit. Most Marana neighborhoods have an HOA that reviews pool plans. A typical custom pool from Omni runs $65,000 to $200,000; see what a pool costs in Tucson.
Last checked: November 2026. Town rules were checked against Town of Marana documents. Soil points come from USDA Soil Data Access. Costs marked approximate are rounded from Omni records, not set fees or quotes.

Barrier: 60 inches with a 3 foot clear zone
Marana’s local amendment raises the model code’s 48 inch barrier to 60 inches. The height is measured on the outside of the barrier, the side away from the pool, and it has to hold for 3 feet out from the barrier. A raised planter, a block wall, a boulder or an equipment pad inside that 3 foot zone gives a child a step up and can fail the inspection. We plan the yard around that zone before we set the wall heights. See pool fence height in Marana.
Where the house is part of the barrier, the code gives several options for the doors, such as a listed door alarm, a powered safety cover or self-closing, self-latching doors, and state law requires a self-latching device on ground-level doors that open onto the pool area. We confirm which option plan review will accept for sliding glass doors before the plans are submitted.

Soil, rock and caliche
Marana sits on the Santa Cruz River floodplain and the Tortolita fan. Near the town center the USDA maps sandy floodplain soil with no hard layer, which makes rock less likely but does not rule it out. East toward Dove Mountain the soil turns to coarse loam with moderate shrink-swell. The U.S. Geological Survey maps earth fissure and subsidence areas in Avra Valley, which includes part of Marana. In our experience, lots with soil names that point to a wash, such as riverwash or fluvent, need a closer look at drainage and fill before we commit to a shell design.
Soil movement has been seen in parts of Saguaro Bloom. The USDA reference points on this page are general screening points and do not cover individual lots there, so for a pool in Saguaro Bloom we recommend a site-specific soils report and an engineered design before construction.
Every Omni pool shell starts at 6 by 12 inch steel spacing with #3 bar, and we go to 6 by 6 spacing on poor ground, with an automatic cover or on a long pool. A licensed engineer sets the final reinforcement. See pool steel and shell thickness and who pays for the soil report.
Site costs that can apply

Ranges are rounded up from Omni’s 2026 pricing and are estimates, not quotes. Rock and caliche are priced from the site visit.
Neighborhoods and HOAs
Most of our Marana work is inside master-planned communities. Each has its own architectural review.
| Community | What to know |
|---|---|
| Dove Mountain and its sub-associations | HOA review required; contact the HOA for current submittal rules. Hillside and native vegetation rules can apply east of I-10 |
| Gladden Farms | HOA review required; contact the HOA for current submittal rules |
| Continental Ranch and Continental Reserve | HOA review required; contact the HOA for current submittal rules |
| Heritage Highlands | HOA review required; contact the HOA for current submittal rules |
| Saguaro Bloom | Soil movement has been seen in parts of this community. We recommend a site-specific soils report and an engineered design before building a pool here. HOA review required; contact the HOA for current submittal rules |
| Tortolita Preserve | HOA review required; contact the HOA for current submittal rules |
| Twin Peaks, Silverbell West and Sky Ranch | Check whether the lot has an HOA and whether the parcel is inside town limits |
No HOA in Marana that we checked publishes a construction deposit amount. The Town only requires an HOA letter when construction access crosses common area.
What surprises people in Marana
- The 60 inch barrier is higher than the model code and than unincorporated Pima County, and it is measured from the outside with a 3 foot clear zone.
- A floodplain use permit can be a separate step and a separate fee.
- In our experience, many Marana-area addresses carry a Tucson mailing city. The parcel decides who permits the pool, so check the parcel first.
- The Town’s online code can lag the adopted ordinance. Plans are designed to the 2024 codes.
We keep 36 inches of clear working space in front of the pool equipment. That is our standard, not a Town rule.
Frequently asked questions
Who issues pool permits in Marana?
The Town of Marana Development Services issues pool permits for parcels inside town limits. A Marana or Tucson mailing address does not decide it; the parcel location does.
How much is a pool permit in Marana?
About $550, based on years of Omni permit receipts. It is a rounded figure, not a set fee, and your proposal lists the permit cost for your property. A floodplain use permit, if needed, is a separate Town fee of $225.
How tall does a pool fence have to be in Marana?
At least 60 inches, measured on the outside of the barrier, and the height has to hold for 3 feet out from the barrier. Gates open outward, self-close and self-latch, with the latch at least 54 inches up.
Is there caliche or rock in Marana?
Less than in the foothills. USDA maps sandy floodplain soil with no hard layer near the town center and coarse loam on the east side, but every lot is different and rock is priced from the site visit.
Do I need HOA approval for a pool in Marana?
In most master-planned communities, yes. HOA review is required; contact the HOA for current submittal rules. The Town permit and the HOA approval are separate.
Does my lot need a floodplain permit?
If the lot is in a regulated floodplain, yes. Marana requires a floodplain use permit before development, and pools and spas in flood hazard areas need written authorization from the floodplain office.
What does a custom pool cost in Marana?
A typical custom pool from Omni runs $65,000 to $200,000, depending on size, features and the yard. Access, depth and haul-off are the Marana site items that move the number most.
