Pool permit and fence requirements in Pinal County, Arizona

Pinal County has 13 pool permitting authorities. The required pool fence height is 48 or 60 inches depending on which authority issues the permit. The code calls it a barrier.

Every figure below was verified against that authority’s own adopted ordinance. Entries that could not be confirmed are stated as unconfirmed rather than estimated.

Pinal County runs the oldest adopted code in the region, the 2018 ISPSC, and it is still current: verified against Municode Supplement No. 6 with no 2021 or 2024 suite adoption. Its barrier standard is 60 inches. Its published homeowner bulletin is more permissive on one point than the statute its own ordinance cites, which is worth knowing before anyone builds a gate to it.

Stated plainly for Pinal County: City of Apache Junction requires 60 inches; City of Casa Grande requires 48 inches; City of Eloy requires 60 inches; City of Maricopa requires 48 inches; Town of Florence requires 48 inches; Town of Mammoth requires 60 inches; Town of Queen Creek requires 60 inches; Unincorporated Pinal County requires 60 inches.

Not yet confirmed in Pinal County: City of Coolidge, Town of Kearny, Town of San Tan Valley, Town of Superior, Town of Winkelman. Design to 60 inches in these until the requirement is confirmed with the building department.

City of Apache Junction

City of Apache Junction has adopted the 2018 edition of the International Swimming Pool and Spa Code, at AJCC 7-12-1.

The required pool fence height is 60 inches, measured on the side of the fence facing away from the pool. The code calls this a barrier. The dimension has to hold around the entire perimeter and for 3 feet measured horizontally out from the outside face, which is why grade fall-off on a sloped lot is the usual reason a wall that measured correctly at layout fails inspection.

City of Casa Grande

City of Casa Grande has adopted the 2018 edition of the International Swimming Pool and Spa Code, at CGMC 15.18.010.

The required pool fence height is 48 inches, measured on the side of the fence facing away from the pool. The code calls this a barrier. The dimension has to hold around the entire perimeter and for 3 feet measured horizontally out from the outside face, which is why grade fall-off on a sloped lot is the usual reason a wall that measured correctly at layout fails inspection.

City of Eloy

City of Eloy has adopted no edition of the International Swimming Pool and Spa Code. An ISPSC section number is the wrong citation here; the answer comes from the local ordinance or the state statute.

City of Maricopa has adopted the 2024 edition of the International Swimming Pool and Spa Code, at MCC 15.05.130.

Only ISPSC Section 101.1 was amended, so the base 48 inch height governs.

Town of Florence

Town of Florence has adopted the 2018 edition of the International Swimming Pool and Spa Code, at FTC 150.300.

Town of Mammoth

Town of Mammoth has adopted the 2018 edition of the International Swimming Pool and Spa Code, at via Pinal PCDSC 6.05.030.

Unincorporated Pinal County

Unincorporated Pinal County has adopted the 2018 edition of the International Swimming Pool and Spa Code, at PCDSC 6.05.030(A)(7); Ord. No. 121819-BCO, adopted 2019-12-18, eff. 2020-01-21.

The fence stands at least 20 inches back from the water’s edge.

Horizontal members on the outside face sit not less than 45 inches apart vertically, so the fence cannot be climbed like a ladder.

No opening in the fence may pass a 4 inch sphere.

Chain link mesh is limited to 1.75 inches.

Two-tier: 60 in perimeter barrier, 48 in intermediate barrier. Gate latch 54 in or higher above the gate bottom. Intermediate barriers may substitute alarms or door-closing devices.

Communities that permit through Unincorporated Pinal County: Arizona City, Dudleyville, Gold Canyon, Oracle, Queen Valley, Red Rock, SaddleBrooke, San Manuel, Stanfield. These are unincorporated communities with no building department of their own, so the fence height for every one of them is the Unincorporated Pinal County figure above.

SaddleBrooke. A Pinal County CDP. The adjacent SaddleBrooke Ranch development on the Oro Valley side is routinely conflated with it. Pinal requires 60 inches, Pima 48. Confirm the parcel’s county before quoting a height.
