Pinal County runs the oldest adopted code in the region, the 2018 ISPSC, and it is still current: verified against Municode Supplement No. 6 with no 2021 or 2024 suite adoption. Its barrier standard is 60 inches. Its published homeowner bulletin is more permissive on one point than the statute its own ordinance cites, which is worth knowing before anyone builds a gate to it.

Corrected from 48 to 60 on 2026-09-15. This is a real dated local amendment, not the statutory default: Casa Grande amended ISPSC 305.2.1 itself in 2019 to read that the top of the barrier shall be not less than 60 inches (1524 mm) above grade. The earlier 48 inch figure in this roster was simply wrong.
City of Eloy
City of Eloy has adopted no edition of the International Swimming Pool and Spa Code. An ISPSC section number is the wrong citation here; the answer comes from the local ordinance or the state statute.

Corrected from 48 to 60 on 2026-09-15. Code 15.05.130 adopts the 2024 ISPSC with a single amendment, a title insert at Section 101.1, which leaves the 48 inch ISPSC base in place. Ord. 26-01 is a 2026 adoption, so A.R.S. 36-1681(D)(5) is unavailable and (D)(6) is failed. The statutory 60 inches governs. The City’s Residential Swimming Pool and Spa Guide, rev 10/2024, already states five feet, in language lifted from the statute.
Town of Florence

The Town’s own Pool Permit Application Packet, rev 9.11.25, already states five feet, so the counter is ahead of the codified text here.
