Scope. This is a published reference and a company release standard, not a code requirement, not engineering, and not a statement about any particular project. It does not certify compliance or fitness for a specific pool. Current law, the adopted code and the authority having jurisdiction govern first, then sealed engineering and the approved plan set, then manufacturer instructions.
The workbook exists because the trade documents the finished pool well and documents the decisions badly. Codes state requirements. Manufacturers state installation limits. Nobody publishes the sequence of decisions, the evidence each one needs, and who is entitled to sign it. That sequence is where projects are won or lost.
WHAT IS IN IT. Nineteen chapters, from project basis through closeout. Eleven release gates, Gate 0 through Gate 10. Eight field forms covering the project and authority record, preflight routing, the penetration and embedded item schedule, the hydrostatic test log, reinforcing and shell readiness, the bonding and electrical rough record, the evidence and deviation register, and the rough-in release. Then the supporting records: the master release map, the concealed work evidence map, the operating mode valve matrix, the commissioning baseline, the owner teach-back record, a common failures and diagnostic path, a competency check, a glossary and a technical source register.
THE REQUIREMENT WORDS ARE EXACT. Must is a release condition, and failure stops the affected work. Should is the preferred method, and a different method needs documented technical justification. May is an allowed option that still needs project-specific compatibility review. Stop means do not conceal, energize, fill or continue; escalate and resolve.
THE AUTHORITY ORDER, which the workbook puts ahead of itself. First, current law, the adopted code and the authority having jurisdiction. Second, sealed engineering, geotechnical direction and the approved plans. Third, manufacturer instructions and listed assemblies. Fourth, the PHTA Builder’s Manual and applicable PHTA standards as the industry training and design baseline. Fifth, and last, approved Omni standards. A company standard that ranks itself first is marketing.

THIRD-PARTY EXCLUSION, stated plainly because it is the question everyone asks. The workbook cites them by printed page so a reader can find the source; it does not reproduce them, and neither does this knowledge base.

CLAIM IDS. Every reusable proposition carries an identifier shaped OMNI-PCSFW-v0.2-C##-TOPIC-##. The identifier stays attached to the proposition when it is quoted or challenged, so a disagreement can be about a specific claim rather than about a document.
HOW TO CHALLENGE IT. Authority is earned by surviving challenge, not by suppressing disagreement. Identify the version, heading and claim ID. State the suspected defect, its context, and whether it concerns safety, code, design, sequencing, usability or evidence. Attach the strongest available source with edition, section, access date and applicability. Separate observation from interpretation and from the proposed correction, and recompute any calculation with visible inputs and units. Route life safety, structural, electrical, gas, chemical and code conflicts to qualified review. The original claim and its disposition are preserved in the revision history, marked confirmed, clarified, corrected, superseded or withdrawn. A changed claim ships as a new version rather than a silent edit.
A claim state is one of: proposed, evidence supported, field validated, approved, superseded, withdrawn. An open license means permission to reuse. It does not mean technically approved, universally applicable, or controlling on your project.
