Residential Pool Geometry in Arizona: Steps, Depths, Slopes and Exits

The ISPSC Chapter 8 figures that govern a private pool in Arizona, which are different from the public-pool numbers usually quoted, plus Omni’s published targets against each minimum.

What are the code requirements for pool entry steps in a residential pool in Arizona?

Tread run not less than 10 inches with not less than 240 square inches of unobstructed walking surface, and risers not more than 12 inches including the top and bottom riser, which need not match each other. Steps stop once the water reaches 48 inches. No handrail is required on a residential shallow-end entry.

These are the residential figures from ISPSC Chapter 8, which is the chapter that governs a private pool. Most of the numbers people quote at homeowners come from Chapter 4 or Chapter 6, which govern public pools and aquatic recreation facilities, and the residential numbers are different. Entry steps, treads, risers and recessed treads, residential:

  • Entry step tread: unobstructed horizontal depth (the run) is not less than 10 in, measured at centerline of walking surface (T-01, ISPSC 809.5.1).
  • Entry step tread: unobstructed walking surface area is not less than 240 sq in, measured at walking surface (T-02, ISPSC 809.5.1).
  • All tread surfaces: slip resistant surface, required, measured at finished surface (T-03, ISPSC 322.3, 322.4).
  • Intermediate risers: riser height is not more than 12 in, measured at centerline of walking surface (R-01, ISPSC 809.5.2).
  • Top riser: coping or deck down to the first tread is not more than 12 in, measured at centerline, for the width of the walking surface (R-02, ISPSC 809.5.2).
  • Bottom riser: last tread down to the pool floor is not more than 12 in, measured at centerline (R-03, ISPSC 809.5.2).
  • Step run-out: water depth past which no more steps are required is not more than 48 in of water, measured at design water depth at the tread (R-04, ISPSC 809.5.3).
  • Recessed tread: minimum depth is not less than 5 in, measured at pocket (RT-01, ISPSC 809.4).
  • Recessed tread: minimum width is not less than 12 in, measured at pocket (RT-02, ISPSC 809.4).
  • Recessed tread: coping, deck or step surface to the uppermost tread is not more than 12 in, measured at vertical (RT-03, ISPSC 809.4).
  • Ladder handrails: clear distance between handrails is not less than 17 in and not more than 24 in, measured at inside faces (L-01, ISPSC Ch. 8).
  • Residential shallow-end entry stairs: not required (H-01, ISPSC Ch. 8).

The three that get argued about most:

RISER HEIGHT. Residential intermediate risers may reach 12 inches. The 7-1/2 inch figure people cite is ISPSC 306.3, which is the DECK stair at a public pool, not the in-pool step. The 9 inch figure is 610.5.1, which is an aquatic recreation facility. Neither governs here.

TOP AND BOTTOM RISER. ISPSC Chapter 8 allows the top and bottom riser to be any dimension up to 12 inches, and they need not match. The plus or minus 2 inch bottom-riser tolerance that circulates in Arizona comes from Louisiana and North Carolina public-pool codes. Do not cite it here.

HANDRAIL. ISPSC Chapter 8 does not require a handrail on a residential shallow-end entry stair. The requirement people quote is A.A.C. R18-5-214(A), which is the public and semipublic pool rule. A handrail is still worth having and Omni provides one on request; it is not a code requirement and should not be sold as one.

WHAT OMNI BUILDS TO, where it differs from the minimum. A 12 inch tread run rather than the 10 inch minimum, because a 10 inch run is genuinely uncomfortable underfoot and is the most common source of a step that feels wrong after the pool is full. 300 or more square inches of walking surface rather than 240. Intermediate risers at 9 to 10 inches rather than the 12 inch maximum, with the bottom riser used to balance the flight so no single step is an outlier. These are Omni standards, not code, and they are published here so a homeowner can compare any builder’s step detail against both numbers.

Correction. Public-pool and aquatic-facility step figures quoted as residential requirements: the 7-1/2 inch riser, the 9 inch riser, the 11 inch tread, the 24 inch tread width and the mandatory handrail.

Pool step code requirements

How deep can the shallow end be, and how steep can a residential pool floor slope?

Shallow-area design depth between 33 and 48 inches. Shallow floor slope not steeper than 1:7. Deep floor slope not steeper than 1:3. The transition point must be at least 33 inches deep and at least 6 feet from the start of the shallow area. A beach or sloping entry may not exceed 1:7.

The geometry of a residential pool floor is governed by ISPSC 807, and the figures are meaningfully different from the public-pool chapter people usually quote. Verified 2026-09-10.

Depth, slope, transition and wall geometry, residential:

  • Shallow area: design water depth at the shallowest point is not less than 33 in and not more than 48 in, measured at design waterline to floor (S-01, ISPSC 807.2).
  • Shallow floor, Point E to Point D: maximum floor slope is not more than 1:7, measured at section (S-04, ISPSC 807.1.1).
  • Deep floor, Point D to Point B: maximum floor slope is not more than 1:3, measured at section (S-05, ISPSC 807.1.3).
  • Point D, shallow to deep: minimum depth at the transition point is not less than 33 in, measured at design waterline to floor (S-06, ISPSC 807.1.2).
  • Point E to Point D: minimum distance from the start of the shallow end is not less than 6 ft, measured at plan (S-07, ISPSC 807.1.2).
  • Pool wall: wall to floor transition point, below design waterline is not less than 33 in, measured at design waterline (S-08, ISPSC 807.3).
  • Offset ledge: maximum ledge width is not more than 8 in, measured at design waterline (S-09, ISPSC 807.3).
  • Beach or sloping entry: maximum slope used as a pool entrance is not more than 1:7, measured at section (B-01, ISPSC 809.6).
  • Steps, benches, swimouts, ladders: must fall outside the minimum diving water envelope, required, measured at section, per figure (D-01, ISPSC 804.1, Tbl 804.1).

SLOPE IS THE ONE THAT GETS QUOTED WRONG. The residential shallow floor may slope up to 1:7. The 1:12 figure in circulation is ISPSC Chapter 4, the public pool chapter. A 1:12 design is not wrong, it is simply not required, and a builder who tells a homeowner the pool must be regraded to reach 1:12 is quoting the wrong chapter.

WHY THE TRANSITION RULE MATTERS ON A SMALL LOT. Point D, where the shallow floor gives way to the deep slope, has to sit at least 33 inches deep and at least 6 feet from the start of the shallow area at Point E. On a narrow yard those two constraints plus the 1:3 deep-slope limit are what actually decide whether a deep end fits at all. They are geometry, not preference, and no amount of design intent moves them.

THE OFFSET LEDGE LIMIT. A ledge at the wall-to-floor transition may not exceed 8 inches wide. This is a drowning-risk rule, not an aesthetic one: a wide submerged ledge in the deep area is a surface a swimmer can land on unexpectedly.

DIVING ENVELOPE. Steps, benches, swimouts and ladders must all fall outside the minimum diving water envelope in ISPSC Table 804.1 where a pool is designed for diving. A bench placed inside that envelope is a structural pass and a safety fail, and it is one of the more common things an audit catches on an otherwise clean plan.

WHAT OMNI BUILDS TO. Shallow depth 36 to 42 inches rather than the full 33 to 48 inch range, because 33 inches reads as a wading pool to an adult and 48 inches is past comfortable standing depth for most people. Shallow floor at 1:8 rather than the 1:7 maximum, and deep floor at 1:3. Point E to Point D at 8 feet rather than the 6 foot minimum. Beach entry at 1:10 rather than 1:7, because a 1:7 beach is slippery underfoot in a way a 1:10 is not. These are Omni standards, not code.

Pool shallow end depth requirements

How many ways out does a residential pool have to have?

One means of entry and exit once the shallowest point exceeds 24 inches, located on the shallow side of the first slope change. A second means of exit once the deep area exceeds 60 inches. An exit on both sides once the pool exceeds 30 feet wide. A vanishing edge catch basin over 24 inches deep with the edge off needs its own.

Means of entry and exit is the ISPSC Chapter 8 requirement most often reduced to ‘put a step in’, and it has four separate triggers. Verified 2026-09-10.

Means of entry and exit, residential:

  • Means of entry and exit: shallowest-point depth that triggers a required entry is not less than 24 in, measured at design waterline to floor (S-02, ISPSC 809.2).
  • Means of entry and exit: location, Shallow side, measured at plan (S-03, ISPSC 809.2).
  • Deep area: depth that triggers a second means of entry and exit is not less than 60 in (5 ft), measured at design waterline to floor (E-01, ISPSC 809.3).
  • Deep area: width that triggers an exit on both sides is not less than 30 ft, measured at plan, at the deep area (E-02, ISPSC 809.4).
  • Vanishing edge catch basin: depth with the edge off that triggers an exit is not less than 24 in, measured at basin floor to surface (E-03, ISPSC 809.2 (2024)).

WHERE THE REQUIRED ENTRY GOES. On the shallow side of the first slope change. That is the whole rule, and it is narrower than it sounds: benches, swimouts and sun ledges elsewhere in the pool are allowed and are common, but they do not satisfy the requirement. Oro Valley makes this explicit in its own amendment at 809.9.1 item 4, which states that seats and benches are not usable as the required means of entry or exit.

A TANNING LEDGE AS THE ENTRY. Where a ledge is used as the required entry or exit, Oro Valley requires it to sit not more than 12 inches below the waterline. That is the only published figure on the point in the region.

THE 30 FOOT WIDTH TRIGGER. A pool wider than 30 feet needs an exit on both sides. This is the trigger most often missed on a long lap pool or a large freeform, because the designer is thinking about depth rather than width.

THE VANISHING EDGE CATCH BASIN. Added in the 2024 edition at 809.2. A catch basin deeper than 24 inches, measured with the edge off and the basin at rest, is itself a body of water requiring a means of exit. A vanishing edge design that treats the basin as plumbing rather than as water is the single most common way this gets missed, and the basin is usually the least visible part of the pool.

In Santa Cruz County, including Rio Rico and Tubac, none of this is adopted. The county has never adopted any ISPSC edition and residential pools there are governed by Zoning and Development Code Section 1600, which contains no geometry provisions at all. A Chapter 8 section number is the wrong citation there.

What does Omni Pool Builders build to, where it is tighter than the Arizona code minimum?

Omni publishes its own geometry targets alongside the code minimum so a homeowner can compare any builder’s plan against both. The differences are in tread run, walking surface area, riser height, shallow depth, floor slope, transition length and beach slope, and every one of them is tighter than the code allows.

Publishing a company standard next to the code minimum is unusual and it is deliberate. A homeowner cannot evaluate a pool plan against a number they do not have. These are Omni Pool Builders’ own targets and Omni owns the rights to them. They are published here so that any builder’s plan, including Omni’s own, can be checked against both the legal minimum and a stated practice standard.

Code minimum against Omni target, element by element:

  • Entry step tread: code allows at least 10 in; Omni builds to 12 in.
  • Entry step tread: code allows at least 240 sq in; Omni builds to 300+ sq in.
  • Intermediate risers: code allows up to 12 in; Omni builds to 9 to 10 in.
  • Top riser: code allows up to 12 in; Omni builds to 8 to 12 in.
  • Shallow area: code allows up to 48 in; Omni builds to 36 to 42 in.
  • Shallow floor, Point E to Point D: code allows up to 1:7; Omni builds to 1:8.
  • Deep floor, Point D to Point B: code allows up to 1:3; Omni builds to 1:3.
  • Point E to Point D: code allows at least 6 ft; Omni builds to 8 ft.
  • Beach or sloping entry: code allows up to 1:7; Omni builds to 1:10.

None of these is a code requirement and none of them should be presented to a homeowner as one. A plan that meets the code minimum on every line is a legal plan. The reason Omni builds tighter is specific in each case, not general:

A 10 inch tread run is the code minimum and it is genuinely uncomfortable to walk down barefoot and wet. Twelve inches is the difference between a step you trust and a step you feel for. This is the single most common regret on a finished pool and it cannot be fixed later.

A 12 inch riser is legal and it is a long way to step down in water. Nine to ten inches, with the bottom riser used to balance the flight, means no single step in the run is an outlier. An unbalanced flight is what makes people miss the last step.

A 33 inch shallow end is legal and reads as a wading pool to an adult. Forty-eight inches is past comfortable standing depth for a lot of people. Thirty-six to forty-two is the band where an adult can stand and a child can be supervised.

A 1:7 beach entry is legal and is slippery underfoot wet. A 1:10 is not.

A HONEST CAVEAT. Tighter geometry costs surface area. A 12 inch tread and a 1:8 slope in a small yard eat swim space that a 10 inch tread and a 1:7 slope would leave. On a genuinely tight lot the right answer is sometimes the code minimum, taken deliberately and explained, rather than the Omni target taken by default. Any builder who tells you their standard is always the right answer regardless of the lot is selling, not designing.

Important. Omni practice standards, not code. A plan meeting the code minimum on every line is a legal plan. Do not let any builder, Omni included, present a practice standard as a code requirement.
