How high does a pool gate latch have to be, and measured from what?

54 inches, but jurisdictions do not agree on where the measurement starts. Pinal County and Santa Cruz County measure 54 inches from the BOTTOM OF THE GATE. Others measure above grade. A.R.S. 36-1681(B)(3)(a) sets a different rule again, requiring the release at least 5 inches below the top of the gate. The datums can give different answers on the same gate.

The figure is 54 inches almost everywhere in Southern Arizona. The datum is not consistent, and the datum is what decides whether a gate passes.

Pinal County, Information Bulletin 010: the 54 inches is measured above the BOTTOM OF THE GATE, not above grade. Where the latch sits under 54 inches from the gate bottom, the latching mechanism goes on the pool side, not less than 3 inches below the top of the gate, with no opening larger than 2 inches within 18 inches of the release.

Santa Cruz County, Zoning and Development Code Section 1600: gates shall be self-closing and self-locking with the latch at least 54 inches FROM THE BOTTOM OF THE GATE, opening outward away from the pool.

Oro Valley, ISPSC amendment 305.4(1): window latches and door handles not less than 54 inches above the adjacent walking surface, with self-closing and self-latching devices required on doors providing access to the pool area. That is a published code requirement in Oro Valley, not field practice.

A CONFLICT WORTH KNOWING BEFORE YOU QUOTE A NUMBER. A.R.S. 36-1681(B)(3)(a) requires the gate latch release to be located at least FIVE inches below the top of the gate. Pinal County’s own bulletin allows the mechanism not less than 3 inches below the top. Pinal’s published guidance is therefore MORE PERMISSIVE than the statute its own ordinance cites. A gate built to the bulletin’s 3 inch figure can pass a Pinal inspection and still not meet A.R.S. 36-1681. This was verified against both documents on 2026-09-10.

What to do with that. Build the release at least 5 inches below the top of the gate and at least 54 inches measured from the bottom of the gate. That figure satisfies every jurisdiction and every datum in the four-county region at once, and it costs nothing at install.

Correction. Summaries that give 54 inches above grade as a universal Arizona figure. The number is near-universal; the datum is not, and one county’s published guidance is more permissive than the statute it cites.
