Arizona has no codified minimum shell reinforcement for a residential pool. That is not an oversight and it is not a loophole: the shell is engineered per project and the sealed structural sheet is the governing document. An Arizona PE seal is required on every in-ground pool structural plan.
The practical consequence for a homeowner is that there is no published floor to compare a proposal against. Two bids can specify materially different steel and both are legal. Most builders do not publish a standard, so there is nothing to compare at all.

That is the whole of the claim. It is not a claim that the baseline is inadequate, and it is not a comparison to a code minimum, because no code minimum exists.
Site classification: sites are classified A through D. Where no geotechnical report exists, class B is the typical default assumption.
Shell thickness: at class B, 6 inches and 8 inches. At class D, 8 to 10 inches and 10 to 12 inches. Surcharge bars are typically triggered past 6 feet of retained height.

If the numbers are there, compare them, and ask the engineer why if they differ sharply from what is above.
